ITANAGAR, June 24: All Adi Youth Association (AAYA) appealed to the Local MLA and Deputy Speaker Tapang Taloh to liase with the Govt. of Arunachal Pradesh for providing infrastructures along with posting of supporting staffs at Kebang Circle at the earliest so that the problems faced by the adjoining villages of Kebang circle to travel to Pangin town for petty official works are solved for once and for all.
The Association said that a Circle Officer has already been posted there. But due to lack of any supporting staffs and infrastructures, the Circle Officer is presently attached to the Extra Assistant Commissioner’s office, Pangin. It is also learnt that the officer has taken initiative for the establishment of a proper Circle Office at Kebang.

School uniform for elementary students: Siram
ITANAGAR, June 24: Children upto elementary level would get free uniform from this year. This was announced by Minister of Education Bosiram Siram while addressing the senior education officers’ conference at Bharat Scouts and Guide head quarter today.
The conference is being organized by School Education Department, government of Arunachal Pradesh and will conclude in June 25.
Underscoring the needs of better education system, he said that it needs to be revolutionized in the tune of national level for maximum development of the state.
The minster further said that transfer and posting shall be done strictly in accordance with education rule through counseling and NCTE norms shall be strictly adhered to recruitment process. He further said that no recruitment shall be done without conducting Teachers Eligibility Test. He suggested the commissioner Education to organize a separate meeting of Heads of DIET, DRC and SIE to review the progress of teachers’ education and training. He expressed his deep concern on the issue of discrepancy and irregularities in stipend disbursement in schools and also stressed the need of inspection of school which is left unattended by the DDSE.

Union says no to PDS transit camp
ANINI, June 24: The All Idu Mishmi Students Union (AIMSU) has demanded scrapping of FCI Anini’s transit camp at Roing citing reason that it has become an excuse for siphoning of PDS items.
It says the ‘transit camp’ is becoming the chief reason for non availability of PDS items in Dibang Valley district. “Such transit camps are established on pretext of poor road communication.”
Calling the Anini PDS crisis as the carbon copy of the Roing crisis it once faced, the union recalls that a similar transit camp was also established in Tinsukia for PDS item meant for Lower Dibang Valley district.
The former Roing DC YW Ringu is credited for successfully carrying out investigation in identifying such ‘transit camps’ as the source of the crisis leading to abolishing of Tinsukia FCI camp.
Appreciating the efforts of Ringu in fine tuning the PDS system in Roing, AIMSU now demands for similar action from Anini DC.
The Anini DC Abu Tayeng says the transit camp at Roing is only a ‘temporary arrangement” and the decision for establishing such camps is taken solely by FCI.” He also informed that the monthly allotment for PDS rice for Dibang Valley is reduced from 700 quintal to 210 quintals.
Reacting to the reduction in PDS quota, AIMSU in a petition to Anini DC has condemned the approach calling it as ‘arm twisting’ method of government authorities.
“Instead of soul searching, the authorities has resorted to cheap tactics to gag the people who were vocal about the malpractices rotting the system.”

Health management information system training at Changlang
ITANAGAR, June 24: The District Health Society, Changlang organized a Health management information system (HMIS) training for BA/DA, ANMs, Health assistants and LHV at District Hospital conference hall, Changlang for 2 days. The BA/DA training was extended for 1 day in order to further familiarize with the web portal for data uploading. Online Practice sessions were conducted at District Programme Management Unit (DPMU) Changlang.
The Ministry of Health and Family Welfare, Government of India is now in the process
of making it mandatory for uploading of different health indicators monthly in standard
format for generating information for better monitoring & evaluation (M & E) from
each health facility across India. This will further help in effective management
and administration of the health centers right from Sub centres to district level
in the district and from the state to the centre. The mission objectives of the NRHM
i.e the reduction of infant mortality rate(IMR), maternal mortality rate(MMR) and
reduction of total fertility rate(TFR) was elaborately explained by the Dr. Pramathesh
De, DMO Changlang. He highlighted that the national IMR, MMR and TFR target upto
2010 is 30, 100 and 2 respectively but till now achieved IMR is 54 which is far behind
the target, though the state reflected a better figure of 31. The present national
MMR is 251 and TFR is 3.2. He stressed on increasing the institutional delivery,
increase in immunization and better service delivery at health facilities in order

ANSU reiterates demands, calls 36 hours capital bandh

ITANAGAR, June 24: Expressing dissatisfaction over the role of the state Govt and the Nyishi legislators towards its demand for proper action against reporter Pradip Thakur for his derogatory remarks against Nyishi community in Times of India on May 4 edition, All Nyishi Students Union (ANSU) has decided to call 36 hours Capital Complex bandh from June 27 morning in favour of its demands.

However, the union suspended its movement temporarily on May 31 following a meeting between ANSU, Nyishi Elite Society and Nyishi legislators on May 29 in which the 10 legislators had pleaded ANSU and NES to authorize them to take up the Thakur issue with government at highest level. However ANSU had warned that if proper action is not initiated within 20 days time, the union would continue its movement against Thakur.
ANSU has decided to go with its second phase of 36 hours capital bandh as the state Govt and the legislators failed to respond to its demands on Thakur issue within the given time, said ANSU president Sikka Gapak while addressing the media persons here today.
Pradip Thakur is answerable not only to Nyishi community but to the entire people of Arunachal Pradesh as he tried to divide the people of the state on communal line by his derogatory remarks, said ANSU president.
Rejecting statement of Times of India published in national dailies seeking apology for derogatory remark in recent past as mere clarification, the Union reiterated its demand for arrest of Pradip Thakur, revelation of source of his report and also demanded unconditional apology.
We are completely disheartened with the manner the Govt is handling the Thakur issue and the failure of the Nyishi legislators to come out with any results, the ANSU leader said and urged the Govt to maintain transparency and disclosed its steps taken on the issue. He further said “we also demand the revelation of call records of Pradip Thakur with details so that people of the state know the truth behind the issue.”
Disclosing that the Guwahati High Court summoned ANSU to appear before the court on June 29 on the Thakur issue, Gapak also expressed surprise over the submission of substantial documents including papers meant for the media houses by Thakur to Court with his bail plea.
ANSU vice president Tagru Tame said that its movement will continue until the Govt disclose details information on the issue and a logical solution is reached.

Drug, when used for treatment of an ailment is a boon for mankind because in most of the cases, it cures the disease and save us from certain death. As the saying goes, every merit has its own demerit; drug is no exception to it. When a drug is abused, it’s a dreaded menace for every one of us. It not only ruins the life of the person who abuses it but also has a collateral affect on the family in particular and society in general. The United Nation Office of Drug Control report say that there are nearly 200 million people around the globe who are using illicit drugs such as cocaine, cannabis, hallucinogens, opiates and sedative hypnotics. It’s a matter of concern for every one of us.
When we talk of India, North East Region is regarded as the hub for Drug Abuse and Illicit Drug Trafficking because of its geographical proximity with the infamous Golden Quadrangle. Manipur, which has the highest ratio of HIV/AIDS concentration in the country, the main routes of HIV/AIDS transmission, is through Intravenous Drug Use (IDU).
In the context of Arunachal Pradesh, when we talked about Drug Abuse, one of the
major problems is the traditional use of opium which is popularly known as ‘kaani’
in the districts of Lohit, Anjaw, Tirap and Changlang. But the main concern is the
Intravenous Drug Users (IDU) among the youth in the state. As per Mapping Report
on IDU carried out by APSACS and Site Validation conducted by the District Programme
Officers of North East Regonal Office Guawahati under National AIDS Control Organasation
and Assistant Director, Targetted Intervention, Arunachal Pradesh State AIDS Control

In this regard, several correspondence has been made to Chief Engineer (WZ) PWD,Itanagar through EE, PWD Doimukh Divison but it is astonishing to learn that no positive action is initiated since two years of repeated appeals. The PWD has completely failed to address the grievances placed by the commuters of the road and the people of this area. Such attitude of the PWD reflects ineffectiveness. Moreover, despite our hue and cry for immediate restoration of the said road the State PWD, has not kept any fund provision for restoration work at Landslide zone and for the maintenance of the same road which is also the main Life line of the people of this area.
I do appreciate good gesture of MLA of 14th Doimukh, who rushed to spot along with EE,PWD,Div Doimukh on the 11th Sept,2010 to ascertain about extent of damages caused by the flash flood and thereafter, he assured to bring Fund under SPA / FDR schemes which basically is meant for such purpose only. Till date no any positive outcome is witnessed as assured.
Therefore, I reverently appeal our beloved Chief Minister to intervene and direct the Department concerned to early restoration of the said road keeping in view the importance of the area and the threat to the Ganga Lake and the Baat village.

I would like to draw the attention of the Tagin society, particularly Tagins of Siyum to Taksin towards the social evils being practiced against girl child in the society.
It is observed that immature girls, who have not attained the adulthood, are being forced to enter into conjugal life with aged person. Moreover, sometimes, girls are forced to marry mentally retarded persons. Such forceful marriage ruins the future of girl who has no other option but to commit suicide. These are some of the social evils which responsible for backwardness of our girls.
In our society, girls should be treated equally with boys. Let the girls stand on their own feet. Let them live their life.

I am from Dambuk. I won’t go to details as one of writers mentioned many things in yesterday's edition but interestingly, it is known as Kala Pani of Arunachal nowadays. This is the most unfortunate fate we, the people of Dambuk are suffering.
From the month of March to November we are crippled. We are cut off from the world; we can’t even go to Roing which is only 30 km.
People of Dambuk never think of any kind of planning’s and works to be done in these
seasons since we can’t go in or out. The only working season left is Nov-

Our one and only school Govt. Hr Sec School Dambuk is having teaching staff shortage, because of less postings of teachers as per required as well as teachers who are posted are outside Dambuk for almost half the year in working days because of the condition of Dambuk, making it worst.
The worst nightmares is the price of commodities which are tripled the normal MRP rates all over India, eg we buy kerosene @120 per litre at times.

We are farmers mainly by occupation but we feed vegetables, pumpkins, papaya, watermelons, sweet potatoes, tomatoes: fruits, pears, oranges, jackfruits, pineapples etc to pigs instead of selling and earning some money because of the road block.
The list is never ending but what we want from our Govt is atleast hear us, for our cause is genuine and it’s been long period of suffering that any of us can endure.

A harrowing experience
Dear Editor,
I would like to share my experience regarding great inconvenience caused due to the irregular flight schedule to Lilabari Airport by Air India. Recently, I was travelling with my family from Bengaluru. As for the fact that there is no direct flight from Bengaluru / Chennai for Lilabari Airport, the nearest Airport to Itanagar after discontinuation of Pawan Hans Service, so the best possible route is through a stopover and change of flight at Kolkatta.

Evolve a constructive culture as one people one state
Dear Editor
Many sane people will agree with Tongam Rina's write up regarding the negative impact of RTI act. Those people who really are contributing towards the development of our state are a silent mass, they neither have the time nor the inclination to spend their time on finding faults in the system. We have to accept the fact that many of our brethren who are involved in RTI activities cannot convince the authenticity of their work to the general public and they do find little support in the process. Instead if they take the initiative and focus their time and energy on new avenues of development they would have won many hearts and heal many ills because unlike many of our brethren they are fortunate enough to be educated and have seen the light of the day. In future we should shed this legacy and evolve a constructive culture as one people one state.
